Why Recycle? - The WEEE directive is aimed at encouraging reuse and recycling, and minimising the negative environmental aspects of disposal. The Directive sets targets that 65% of IT equipment must be recycled, and materials such as CRT's (monitors), LCD displays, printed circuit boards, batteries and flame retardant plastics be pre-treated before disposal.

Hazardous Waste - From 16th July 2005 Changes to the Landfill Directive and Special Waste Regulations mean that these items are now classified as hazardous waste and must be treated as such. Certain hazardous wastes are prohibited from landfills. Only licenced contractors are able to remove hazardous waste, and the site producing the waste must be registered with the Environment Agency before a collection can take place.
• Monitor tubes are constructed with glass containing 23% lead oxide
• Screen lumiphors contain cadmium, zinc and various rare earth oxides
• Printed circuit boards are constructed using brominated fire retardants
and use lead based solder.
• Batteries may contain cadmium, lithium mercury and nickel
Organisations have a duty of care to ensure that wastes are consigned to registered carriers and properly stored and disposed of at appropriately licenced facilities. Directors, Managers and other employees who deal with environmental waste matters can all be held liable and face fines and imprisonment if laws are broken. Disposal poses a real threat of pollution.

WasteCare Recycling - Wastecare is a fully licenced waste management company, operating from nine dedicated treatment, recovery and recycling facilities. We offer a nationwide collection service and guarantee a response within five working days.
The company administration is based at Leeds where computer generated consignment notes ensure that all collections comply strictly with legislation.
Wastecare operates a full range of services from re-sale, recovery and recycling and there is no minimum specification for equipment.
We handle all types of redundant IT equipment and electronic waste, and are currently achieving in excess of 90% recovery and recycling levels, well above the requirement of the WEEE directive. We are also a member of ICER (Industry Council for Electronic Equipment Recycling) and as such keep fully up to date with all the requirements of the WEEE directive. We will be fully compliant with all aspects of this legislation as it is introduced during the next few years. Wastecare is accredited to ISO 9002 and ISO 14001

Recycling & disposal of Equipment - Equipment is removed to our secure recycling facility where a “discernment” process is undertaken.
Working items, which are suitable for refurbishment and resale are cleaned, data wiped, and have all badges removed before upgrading is undertaken. Such equipment is then re-sold to various outlets. Over a number years Wastecare has developed markets for both, refurbished IT equipment, including, PC’s, mainframes and associated equipment, as well as peripherals such as printers and monitors etc.
For equipment not suited to refurbishment a manual dismantling process is undertaken and parts harvested for use as spares in upgrading of re-saleable items. Sub-assemblies and materials are then segregated for recycling. Wherever possible these materials (e.g. aluminium, copper, circuit boards, cabling etc) are then dispatched to licenced recycling facilities where they are used in place of raw materials in industrial processes.
Where materials are unsuitable for recycling (e.g. contaminated plastics) disposal to licenced landfill is currently employed. If appropriate recycling routes become available for these materials they will be used.
Where hard-drives are identified as suitable for resale the data eradication procedure will always be employed. Where hard-drives are unsuitable for reuse they are shredded prior to dispatch for smelting and metal recovery. (Please see section on data security).
An asset list detailing the make model and serial number together with final disposal route for each major item of equipment can be produced if required (see above for prices).

Data Security - We take the issue of Data Security and the protection of licenced software extremely seriously. Not only is there a requirement to protect data under the Data Protection Act but also there are issues of commercial and client confidentiality to consider.
We therefore offer different levels of security depending on each client’s requirements. A summary of the process is below:
•On receipt of a request, each collection is allocated a job number. This is used to track the process from collection to final disposal.
•On arrival at the processing plant all equipment is logged and held in a secure area.
•Data security is maintained by utilising specific eradication software that overwrites all sectors on the hard-drive with check-data, completely obliterating previous data, including any licenced software (See below).
•Where hard-drives are identified as suitable for resale the data eradication procedure will always be employed.
•Where hard-drives are unsuited to reuse they are shredded prior todispatch for smelting and metal recovery.
•A certificate of data destruction is issued to the customer.
We have been security vetted by the Ministry of Defence and given the highest clearance (List-X), which means that we can process their most
sensitive equipment.
We currently use IBAS Expert Eraser which is approved by CESG for data erasure to baseline and enhanced standard; it meets all the specifications of CESG infosec memorandum No5. and is listed in the directory of approved products.
CESG is the UK’s National Technical Authority for Information Assurance, and plays a crucial role in facilitating cost-effective solutions for computer and communications security in support of HMG, the wider public sector and the Critical National Infrastructure.
